Review exceptions
Record wastage and replacements separately. Collect paper stubs offline, then reconcile them when connected.
Offline paper desks cannot check codes against each other in real time. Use one controlled desk, collect used stubs, and reconcile them later. Duplicate or stock-shortage claims stay visible for owner review.
